  bct is a local authority public library providing information with a watchful eye on contemporaneity.
bct’s main purposes are reading promotion, local entrenchment, intercultural relations, multimedia and keeping up with youth collections.
Wireless access (Wi-fi) is always provided to ensure equitable access for all users and citizens to on-line library services and World Wide Web information.

Opening times
bct is open:
from Monday to Friday from 8.30 a.m. to 6.30 p.m;
on Saturday from 8.30 a.m. to 1 p.m.
External loan and consultation of all documents stored in the first floor storage and distributed by Infocataloghi staff will cease 15 minutes before closing time.

Closing times
bct is closed:
on Saturdays, in August and July;
the first three weeks of August, for checking and rearranging works;
on the following dates: 14th February, 24th December, 31th December, Holy Saturday.

Library card registration
The library is open-door. A library card is required for access to documents loan and all services indicated in the library regulations (link).
The library card is free and issued by presenting acceptable identification and filling out an application form, also provided on the Form section for download (link).
Registrations are taken by Infocataloghi staff, on the first floor of the building.
Replacing the library card with a new one will be charged 5 euros.
Any resident in Umbria can apply. Non-residents must provide a declaration and documentary evidence of employment or studying in province of Terni or a current address in the town of Terni, filling in a library card application form.
Application is also open to all residents in the following municipalities: Colli sul Velino, Greccio, Configni, Cottanello, Montebuono, Labro, Torri in Sabina, Rivodutri, Orte.

External loan
The library card allows users to borrow up to 10 books and non-book items.

Loan period
The lenght of the loan period is 30 days for books, renewable for 10 days, and 7 days for multimedia items, which cannot be renewed.

Delates and fines
All lent items must be returned on time and in good state.
Late users will be notified about due dates via sms, e-mail or mail.
Fines will be charged on each item overdue, as indicated in the library regulations.
Lost or damaged materials must be replaced with new copies of the same edition or, if out of print, with documents of equal value as instructed by the library staff.

Internet access
Internet service is free and available in all rooms for study and research only. Users must show their library card and register the internet session starting and ending time.
Interzona provides computers that offer access to internet by payment of the current fees; bct card is needed to access service.
Computers for internet access can be used by adults; children aged under 18 must have parental permission to use the Internet. Service cost is € 1,80 per hour (€ 0,03 per minute)

Wi-fi access
Free wireless access (wi-fi) in public areas is provided, thanks to the project “Terni senza fili” (Terni no wire - http://in.comune.terni.it/wifi), carried out by the Municipality of Terni.
In order to use the wi-fi service patrons must register at Interzona-Caffè letterario, on ground floor, and show a valid identification (identity card, driving license, passport, residence permit), fiscal code and a mobile phone number in Italy.
Users have 4 hours of free wi-fi access daily.
